If a vehicle's annual inspection has expired for one year, no fine will be imposed. Vehicles that have not undergone the annual inspection will not be fined when they go for inspection later, and the inspection will be charged according to the standard fee. However, vehicles with an expired annual inspection are not allowed to be driven on the road. If a vehicle with an expired annual inspection is still driven on the road and caught by traffic police, a fine will be imposed, 3 points will be deducted from the driver's license, and the driver will be urged to complete the vehicle inspection procedures within the specified time. If the delay reaches three years, the vehicle will be deregistered and forcibly scrapped, and driving a scrapped vehicle will result in a penalty of 12 points deducted from the driver's license. Article 47, Paragraph 4 of the "Vehicle Registration Management Regulations" stipulates that if a vehicle fails to undergo a safety technical inspection within the specified period, the public security traffic management department will issue a warning or impose a fine, and the annual inspection can only be conducted after the fine is paid.
