The Implementation Regulations of the Road Traffic Safety Law of the People's Republic of China, Article 26, clearly stipulates: If a motor vehicle driver has not accumulated 12 points in any scoring cycle during the 6-year validity period of their motor vehicle driver's license, they will be issued a 10-year validity motor vehicle driver's license upon renewal; if the driver has not accumulated 12 points in any scoring cycle during the 10-year validity period of their motor vehicle driver's license, they will be issued a long-term valid motor vehicle driver's license upon renewal. Penalties for failing to renew an expired license: If a driver's license has been expired for more than 1 year but less than 3 years, the driver must retake the subject one exam. Only upon passing the exam can they renew their license. If the driver's license has been expired for more than 3 years, it will be automatically revoked.
