To determine whether a vehicle has run a red light, the electronic eye needs to capture three photos. These are: the front wheels crossing the stop line, the rear wheels crossing the stop line, and the front wheels crossing the opposite stop line. If the right-turn signal is a red arrow, the vehicle should stop behind the stop line and wait for the green light before proceeding. Turning right when the right-turn arrow is red is considered running a red light. If the right-turn signal is not a red arrow, right turns are permitted. The "Implementation Regulations of the Road Traffic Safety Law of the People's Republic of China" Article 38 states the following for motor vehicle and non-motor vehicle traffic signals: When the green light is on, vehicles are permitted to proceed, but turning vehicles must not obstruct the passage of straight-moving vehicles or pedestrians. When the yellow light is on, vehicles that have already crossed the stop line may continue to proceed. When the red light is on, vehicles are prohibited from proceeding. At intersections without non-motor vehicle or pedestrian crossing signals, non-motor vehicles and pedestrians should follow the motor vehicle traffic signals. When the red light is on, right-turning vehicles may proceed if they do not obstruct the passage of other vehicles or pedestrians. Note: At intersections with a "No Right Turn" traffic sign, vehicles must stop when the light is red. Turning right in this case is equivalent to running a red light. Special instructions: When the red light is on, right turns are prohibited. If there is an auxiliary sign next to the full-screen light stating "No Right Turn on Red" or a "No Right Turn" sign, right turns are not allowed even if the full-screen light is red. Violations will be penalized as running a red light. When turning right, yield to pedestrians: Even if the full-screen light permits a right turn, always remember to yield to pedestrians. Otherwise, fines may apply. Straight lanes do not permit right turns: Right turns must be made from the right-turn lane or a combined straight and right-turn lane, not from a straight-only lane. Turning right from a straight lane is considered improper lane usage. Right-turn precautions: Plan and judge your route in advance: When preparing to turn right at the next intersection, move into the right-turn lane early. Typically, the rightmost one or two lanes are designated for right turns, but always follow road signs and markings. Before entering the right-turn lane, remember to signal and check for vehicles behind you. Right-turn lanes generally do not require stopping at red lights unless a specific right-turn signal is present, in which case you must wait for the green light.
