How is compensation handled if a car only has compulsory traffic insurance and gets into an accident?

If an uninsured motor vehicle is involved in a traffic accident, the uninsured party shall bear full liability for compensation within the scope of compulsory traffic insurance coverage. Any amount exceeding this limit will be apportioned according to the accident liability ratio. Failure to purchase compulsory traffic insurance is illegal, and the uninsured party must first bear full liability for compensation within the compulsory insurance coverage. If a road traffic accident involving the insured motor vehicle causes personal injury, death, or property damage to victims other than the vehicle occupants or the insured, the insurance company shall provide compensation within the liability limits of the compulsory traffic insurance as stipulated by law. If the losses from the road traffic accident are intentionally caused by the victim, the insurance company will not provide compensation.
