There is no restriction on how far out-of-town vehicles can enter Beijing's ring roads. As long as they comply with Beijing's tail number restriction policy and obtain an entry permit, out-of-town vehicles can enter any ring road, but there are certain time restrictions. For example, passenger vehicles are prohibited from entering roads within the Fifth Ring Road (including the Fifth Ring Road) from 7:00 to 9:00 and 17:00 to 20:00 on weekdays; from 9:00 to 17:00 on weekdays, the restricted area is roads within the Fifth Ring Road (including the Fifth Ring Road). Regarding the regulations for out-of-town vehicles to obtain an entry permit: out-of-town license plate passenger vehicles entering roads within the Sixth Ring Road (excluding the Sixth Ring Road) of Beijing, as well as those traveling to all roads in Tongzhou District (excluding the main roads of highways) and parts of Changping, Huairou, and Yanqing districts, need to apply for an entry permit.
