According to Article 5 of the Notice on Issuing the 'Work Standards for Reducing Road Traffic Violation Points Through Accepting Traffic Safety Education (Trial)' issued by the Ministry of Public Security on January 14, 2020: Motor vehicle drivers who apply to participate in traffic safety education to reduce traffic violation points shall participate in corresponding road traffic safety laws, regulations, and related knowledge study and examinations, or traffic safety public welfare activities according to their highest permitted driving license type and meet relevant requirements, after which they may apply for reduction of traffic violation points. The 'Studying Law to Reduce Points' measure is aimed at drivers holding a driving license who have been penalized with points due to traffic violations. After completing online traffic safety education and passing the examination, their demerit points will be reduced. This is a public convenience measure uniformly deployed by the Traffic Management Bureau of the Ministry of Public Security. Function: Studying Law to Reduce Points is aimed at reducing existing demerit points on a driving license, not adding points to the license, nor replacing penalty points for violations. For example, if a violation results in 6 penalty points, passing the 'Studying Law to Exempt Points' examination will clear these 6 points, allowing the driver to start anew. Regulations: The number of points that can still be deducted after Studying Law to Reduce Points depends on how many points the driver had before participating in the program, but the total accumulated points cannot exceed 11. Regardless of participation in Studying Law to Reduce Points, a driving license only has 12 points. The program only reduces existing demerit points and does not increase the total points to 18. Specific considerations are as follows: Eligible Participants: Motor vehicle drivers holding a driving license issued by the People's Republic of China, regardless of the permitted vehicle type or whether they are commercial vehicle drivers, can participate in Studying Law to Reduce Points. They must participate in corresponding road traffic safety laws, regulations, and related knowledge study and examinations according to their highest permitted driving license type. Specific Rules: Motor vehicle drivers participating in online road traffic laws, regulations, and related content study must complete continuous study sessions of at least 5 minutes each. Within 3 days, the cumulative study time must reach 30 minutes, after which they can register for an examination within 7 days. Passing the examination will reduce 1 demerit point. Drivers can also attend on-site study sessions, with each session lasting no less than 1 hour. After completing the required study hours, they can apply for an examination. Passing the examination will reduce 2 demerit points. Drivers can also participate in offline traffic safety public welfare activities. Each hour of participation can reduce 1 demerit point. Cases Not Accepted: The following situations will not be accepted: In the previous scoring cycle, the driver had more than 2 records of full-point penalties. Within a 3-point cycle, the driver was involved in hit-and-run accidents, drunk driving, or the fabrication or alteration of documents or license plates. The driver's license is in the probationary period or has not been reviewed on time. The driver has unresolved traffic violation records. The driver has a motor vehicle with an expired safety technical inspection or not deregistered as required. The driver has already reduced the maximum of 6 points in the current cycle.
