No. According to Article 16 of the "Regulations on the Registration of Motor Vehicles", under any of the following circumstances, the owner of the motor vehicle does not need to apply for modification registration, provided that safety and license plate recognition are not affected: installation of front and rear anti-collision devices on small and mini passenger vehicles; installation of windshields, water tanks, toolboxes, spare tire racks, etc. on freight motor vehicles; and addition of interior decorations to motor vehicles. Below is additional information: Relevant regulations: The "Road Traffic Safety Law of the People's Republic of China" stipulates: Article 16 No unit or individual may engage in any of the following acts: assembling motor vehicles or altering the registered structure, construction, or characteristics of motor vehicles without authorization; changing the model, engine number, frame number, or vehicle identification code of a motor vehicle; forging, altering, or using forged or altered motor vehicle registration certificates, license plates, driving licenses, inspection qualification marks, or insurance marks; using the registration certificates, license plates, driving licenses, inspection qualification marks, or insurance marks of other motor vehicles.
