Illegal parking includes the following scenarios: 1. If a motor vehicle is parked in violation of regulations, obstructing the passage of other vehicles or pedestrians, the driver will be fined; 2. If a motor vehicle is temporarily parked in violation of regulations, the driver will be fined; 3. If a motor vehicle is parked or temporarily stopped in a location with no-parking signs or markings, the driver will be fined and receive a 3-point penalty. According to Article 93 of the Road Traffic Safety Law, for violations of laws and regulations regarding motor vehicle parking or temporary stopping, traffic police may point out the violation, issue a verbal warning, and order the driver to leave immediately. If the driver is not present or refuses to leave immediately, obstructing the passage of other vehicles or pedestrians, the vehicle may be towed to a location that does not obstruct traffic or to a place designated by the traffic management department of the public security authority, and the driver will be fined.
