Only when the license plate is changed and the vehicle registration certificate is updated to the new owner's name does it constitute a transfer. Regulations for vehicle transfer: "Motor Vehicle Registration Regulations": Article 18 states that when the ownership of a registered motor vehicle is transferred, the current owner must apply for a transfer registration at the local vehicle management office within 30 days from the date of delivery. Before applying for the transfer registration, the owner must resolve all traffic violations and accidents related to the vehicle. Procedures for vehicle transfer: Fill out a Motor Vehicle Change, Transfer, Modification, Suspension, or Scrapping Approval Form; affix the same seal as the original registration, and private vehicles must present the owner's ID; submit the form to the Vehicle Management Section of the Traffic Police Brigade for review by the registration officer. Vehicles meeting transfer conditions will be sent to the Motor Vehicle Inspection Section for verification; upon passing inspection, for transfers or changes within the same county or city, proceed directly to the License Plate Management Section to await payment notification.
