If a car exceeds the permitted number of passengers, carrying a child is considered overloading. The definition of the permitted number of passengers in a car is based on the total number of people, not on whether they are adults or children. The standard permitted number of passengers for a regular family car is five. If the car is already carrying five people, then no additional child can be taken. Below are the regulations according to the new traffic rules: 1. Driving a passenger vehicle (excluding buses) or school bus with passengers exceeding the permitted number by less than 20% will result in a 3-point penalty; 2. Driving a passenger vehicle (excluding buses) or school bus with passengers exceeding the permitted number by less than 20%, or driving any other passenger vehicle with passengers exceeding the permitted number by more than 20%, will result in a 6-point penalty.
