Buying a used car does not include the license plate. License plates are tied to the person, not the vehicle, and cannot be transferred. To retain the original license plate, the following conditions must be met: 1. The original license plate must have been used for more than three years; 2. The application to continue using the original license plate must be submitted within six months after completing the transfer or cancellation of registration; 3. Any traffic violations or accidents involving the original vehicle must be resolved. The used car transfer process includes: 1. Signing a used car purchase agreement; 2. Checking for traffic violations—if there are any violations or if the vehicle inspection is overdue, the transfer cannot proceed; 3. Going to a used car market or any place that can issue an invoice to obtain a transfer receipt; 4. Visiting the vehicle management office or its branch at the used car market to complete the license plate registration process; 5. Staff will inspect the vehicle, take rubbings of the vehicle identification number, remove the old license plate, and take photos, for which a fee is charged.
