Not necessarily. If the violation is an on-the-spot ticket, then it must be handled where the violation occurred. If the violation is captured by an electronic monitoring device (e.g., traffic camera), it can be processed either at the location where the violation occurred or at the vehicle's registration location. Online processing is also available for such violations. Electronic monitoring tickets: Tickets issued via electronic monitoring generally fall under simplified procedures and can be processed in a different location. However, some cases may require handling at the local traffic management department where the violation occurred. There are two places where violations can be processed: one is the vehicle management office and traffic police team at the vehicle's registration location, and the other is the vehicle management office and traffic police team at the location where the violation occurred. Legal basis: Article 90 of the "Road Traffic Safety Law of the People's Republic of China" states that if a motor vehicle driver violates road traffic safety laws or regulations regarding road traffic rules, they shall be given a warning or fined. If other provisions of this law apply, penalties shall be imposed accordingly.
