The following situations allow U-turns without observing traffic lights: 1. When there are partial dashed lines (double yellow lines with one solid and one dashed) at the road centerline, vehicles can directly make U-turns from the dashed section, ensuring not to affect straight-moving vehicles and pedestrians. Vehicles on the solid line side cannot make U-turns; 2. When there is no no-U-turn sign (no U-turn signal) in the middle of the road, U-turns can be made after confirming safety and ensuring no interference with pedestrians and straight-moving vehicles; 3. When there is a central median with greenery and a dedicated U-turn location (no U-turn signal), avoid making U-turns on pedestrian crossings. Even if U-turns are possible, they should be performed after passing the pedestrian crossing.
