The "Regulations on Compulsory Scrapping Standards for Motor Vehicles" stipulate the following: Registered motor vehicles shall be compulsorily scrapped under any of the following circumstances, and the registration certificate, license plate, and vehicle license shall be submitted to the traffic management department of the public security authority for deregistration: (1) Those that still fail to meet the national safety technical standards for in-use vehicles after repair and adjustment. (2) Those whose emissions of atmospheric pollutants or noise still fail to meet national standards for in-use vehicles after repair, adjustment, or the adoption of control technologies.
