Do trolleybuses need to pay vehicle purchase tax?

Starting from July 1, 2021, the purchase of trolleybuses is exempt from vehicle purchase tax. Scope of vehicle purchase tax: According to Article 10 of China's "Provisional Regulations on Vehicle Purchase Tax," units and individuals who purchase, import, self-produce, receive as gifts, win as prizes, or obtain through other means and use the vehicles themselves are required to pay purchase tax. The taxable scope includes cars, motorcycles, electric vehicles, trailers, and agricultural transport vehicles. Taxable price: For passenger vehicles with a displacement of 1.6 liters or below, the vehicle purchase tax rate is 10%. The purchase tax is generally calculated by multiplying the invoice price by the corresponding tax rate.
As a long-time observer of automotive policies, I believe that trolleybuses generally do not require full payment of vehicle purchase tax. This is because most of them are used for urban public transportation, and the government offers specific preferential reductions. In China, new energy vehicles such as pure electric buses or coaches are eligible for exemption from purchase tax policies, and trolleybuses fall into this category. I recall that the latest policy directly exempts the 10% purchase tax rate, aiming to encourage green travel and reduce operational costs. However, it depends on the specific model, such as whether it is registered in the new energy vehicle catalog. Some regions also offer additional local subsidies, resulting in significant savings overall. It's advisable to check the official tax website or consult with dealers before purchasing to avoid incorrect payments. Having driven such vehicles before, they are indeed environmentally friendly and practical, and the tax incentives have also driven industry upgrades.
