Out-of-town license plates do not need a Beijing entry permit when leaving Beijing. However, a Beijing entry permit is required to enter within the Sixth Ring Road of Beijing. All non-local vehicles entering within the Sixth Ring Road of Beijing (excluding the Sixth Ring Road) or traveling in restricted areas of Changping, Huairou, and Yanqing County towns must apply for a Beijing entry permit. The following materials are required to apply for a Beijing entry permit: 1. The driver's ID card. 2. A valid motor vehicle driver's license. 3. The motor vehicle registration certificate. 4. A valid compulsory motor vehicle traffic accident liability insurance certificate. 5. A valid motor vehicle safety technical inspection qualification mark. 6. A certificate confirming the vehicle meets environmental protection requirements, as approved by the local environmental protection authority. Note: The validity period of the Beijing entry permit is 7 days and can be extended once.
