New energy vehicles are exempt from purchase tax. New energy vehicles include four major types: hybrid electric vehicles (HEV), battery electric vehicles (BEV, including solar-powered vehicles), fuel cell electric vehicles (FCEV), and other new energy vehicles (such as those with supercapacitors, flywheels, and other high-efficiency energy storage devices). From January 1, 2018, to December 31, 2020, the purchase tax was exempted for new energy vehicles. The exempted new energy vehicles include pure electric vehicles, plug-in (including range-extended) hybrid vehicles, and fuel cell vehicles that are licensed for sale in China. The vehicle purchase tax is a one-time tax paid when purchasing a new vehicle before registration, with a tax rate of 10% of the vehicle price excluding VAT. New energy vehicles refer to vehicles that use unconventional vehicle fuels as power sources (or use conventional vehicle fuels with new types of onboard power devices) and incorporate advanced technologies in vehicle power control and driving, resulting in advanced technical principles and new technologies and structures.
