Modifying car lights requires filing a record with the vehicle management office. Without prior approval from the traffic management department, vehicles with modified lights cannot be driven on the road or pass the annual inspection. According to the relevant provisions of the current "Motor Vehicle Registration Regulations," any changes to the body color, model, performance, purpose, or structure of a licensed motor vehicle, including replacing the frame, body, or engine, must be reported to the vehicle management office for a modification registration. Regarding light replacement, the following points must be considered: Item 1: As long as dual-lens lights are used, the light will not be glaring or scattered, ensuring it does not affect others' safe driving, and the light intensity will meet requirements. Item 2: The low beam must be no less than 1050 lumens, and the high beam no less than 1450 lumens. The light intensity of the moving vehicle must be no less than 15,000 CD and no more than 120,000 CD. Item 3: The color temperature must not exceed 6000K; otherwise, the annual inspection equipment cannot detect the light. Currently, even owners who have correctly modified their lights still cannot pass the vehicle inspection in most cities across the country.
