Applying for a temporary vehicle license plate does not require an on-site inspection of the vehicle. As long as you meet the regulations and bring all the required materials, you can apply for it without driving the car there. Otherwise, it will be treated as a violation for not displaying the vehicle license plate. Materials required for obtaining a temporary vehicle license plate: (1) Original and photocopy of the identity proof of the vehicle owner; (2) If handled by an agent, the original and photocopy of the agent's identity proof must also be submitted (if the agent is a company, the original and photocopy of the handler's identity proof must also be submitted), along with a written authorization from the vehicle owner; (3) Proof of compulsory traffic accident liability insurance for the vehicle; (4) For unsold vehicles or special vehicles that exceed national standards in terms of axle load, total mass, or external dimensions, the vehicle's factory qualification certificate or import certificate must also be submitted; (5) For vehicles obtained through purchase, allocation, or gift that have not yet been registered, proof of the vehicle's origin, the vehicle's factory qualification certificate, or import certificate must also be submitted; (6) For vehicles used for research or prototype testing, a written application from the research or testing unit and the vehicle's safety technical inspection certificate must also be submitted.
