Do I need to cancel my ETC if I no longer use it?

It is possible not to cancel the ETC if it is no longer in use, but failing to do so may lead to negative consequences: If the license plate number is recycled but the bound ETC is not unbound, the new owner will be unable to bind an ETC, thus inconveniencing others; if the car is sold to someone else without canceling the ETC, and the device remains in the vehicle, the toll station will recognize the ETC device, and as long as the bank card has a balance, toll fees will continue to be deducted from the card. ETC stands for Electronic-Toll-Collection, meaning electronic toll collection system. To apply, the following documents are required: the original and photocopy of the vehicle owner's valid ID card and vehicle registration certificate. If the application is not made by the owner, the agent's valid ID card is also needed. The photocopy of the vehicle registration certificate must include the page with the most recent annual inspection stamp; a bank card for deducting highway toll fees; the applicant must be aged between 18 and 60; the vehicle must be registered under an individual's name. Documents required for official vehicles: An introduction letter from the vehicle owner (with official seal); photocopy of the organization code certificate or business license (with official seal); original ID card of the agent; original vehicle registration certificate; the vehicle for which ETC is to be applied. How ETC works: Through the onboard electronic tag installed on the vehicle's windshield, it communicates with the microwave antenna in the ETC lane of the toll station, and uses computer networking technology to settle accounts with the bank in the background, allowing the vehicle to pay tolls for highways or bridges without stopping when passing through toll stations. Benefits of installing ETC: Save time: Avoid the hassle of queuing and waiting; Green and environmentally friendly: Green and low-carbon, vehicles passing through toll stations without stopping can reduce noise and exhaust emissions and pollution; Reduce wear and tear: Save costs, reduce the frequency of vehicle starts and stops, decrease wear and fuel consumption, users can enjoy toll discounts; Improve efficiency: The theoretical passing efficiency of ETC lanes can be increased by 2-3 times or more, making traditional ETC updates faster and more high-tech. Compared to license plate payment, ETC technology is more mature and advantageous.
I previously had an ETC device linked to a credit card, but after changing cars, I removed the device and kept it aside. However, a friend from the bank warned me that not canceling it poses significant risks. They explained that the ETC is tied to personal information and payment channels, and if someone else picks up the device and maliciously uses it for toll evasion or if account information is leaked, it could be troublesome. Unlinking it at the bank was quite convenient—just bring the device and ID card, and the counter staff handled it in about ten minutes. Some places may charge a device deposit; in my case, the 200 yuan I paid initially was refunded.
