Not all electric bicycles will be considered motor vehicles. Two-wheeled vehicles with a maximum design speed not exceeding 20 km/h, equipped with human-powered riding capability, and meeting national standards for motor-rated power, etc., are not classified as motor vehicles. Authorities will handle registration for products that meet motor vehicle standards and have approval from the Ministry of Industry and Information Technology and motor vehicle announcements. Drivers must complete procedures such as obtaining license plates, passing a driver's test, and purchasing insurance before they can legally ride on the road.
