You can't get a cash refund for a garage. What you do is go on the Maze Bank Foreclosures site and pick a new one to buy. The game will automatically offer you a trade-in for your old place, knocking down the price of the new one. It's not selling, but it's how you get some value back when you want to move. Just make sure your new garage has enough spots for all your cars.
