You cannot ride on the road without a motorcycle license. Riding a motorcycle without a license will result in a fine and detention for up to 15 days. Class F License: A Class F license indicates that the holder is permitted to operate a light motorcycle. According to the "Regulations on the Application and Use of Motor Vehicle Driving Licenses," a light motorcycle is defined as a motorcycle with an engine displacement of 50ml or less and a maximum design speed of 50km/h or less. No other vehicle types are permitted. License Requirements: The applicant must be between 18 and 70 years old. An annual physical examination is required, except for those under 60 years old. The examination vehicles are designated by the provincial public security authority's traffic management department.
Legally, it's absolutely not allowed. As a motor vehicle, motorcycles, just like cars, require a corresponding driver's license for the specific vehicle type to be legally ridden on the road. Don't take chances by thinking 'I'll just ride a short distance.' Nowadays, intersections are fully monitored by cameras, and enforcement is strict. I sincerely recommend going to a driving school to obtain a D or E license first. The theory test can be passed with just half a day of study, which is much better than risking riding illegally.
