Driving without temporary license plates is not allowed. According to the Road Traffic Safety Law, if a motor vehicle driven on the road does not display a license plate, the traffic management department of the public security organ shall detain the vehicle, notify the party to provide the corresponding license and documents, and impose a penalty of 12 demerit points in accordance with regulations. Process for obtaining temporary license plates: 1. Prepare the necessary documents, including the buyer's ID card, purchase invoice, copy of compulsory traffic insurance policy, and vehicle factory certificate. Copies of these four documents must also be carried. 2. Go to the vehicle management office window to apply, fill out the application form, and submit the relevant materials. 3. After review, pay the processing fee to receive the temporary license plates. Some locations allow online applications, but online applications are only for scheduling appointments. Document submission, review, and fee payment must still be completed at the vehicle management office.
