Article 90 stipulates that motor vehicle drivers who violate road traffic safety laws and regulations regarding road usage will be given a warning or fined. If this law has other stipulations, penalties will be imposed accordingly. For motor vehicles driven on the road without carrying the vehicle license or driver's license, one point will be deducted. Motor vehicle drivers committing any of the following violations will have one point deducted: Driving a motor vehicle without using lights as required. Driving a motor vehicle without yielding as required. Driving a motor vehicle with cargo exceeding the prescribed length, width, or height. Driving a motor vehicle on the road without carrying the inspection qualification mark, insurance mark, vehicle license, or driver's license. Driving without a license can be categorized into the following situations (any one of these can be considered as driving without a license): Motor vehicle drivers who have not undergone specialized driving training and examinations at a driving school and have not obtained a driver's license are considered as driving without a license. Drivers operating a motor vehicle that exceeds the permitted vehicle types specified in their driver's license (refer to the "Permitted Vehicle Types and Codes" table below for comparison) will be treated as driving without a license (e.g., someone with only a C license driving a B-licensed vehicle or someone with only a B license driving an A-licensed vehicle, etc.). Drivers who do not carry a driver's license that matches the type of vehicle they are driving will be considered as driving without a license.
