can we charge car battery with mobile charger

No, you should not attempt to charge a standard car battery using a typical mobile phone charger. The two systems are fundamentally incompatible in terms of power output and voltage. Absolutely not, it's a bad idea. Think of it like trying to fill a swimming pool with a squirt gun. The phone charger puts out a tiny, tiny amount of power compared to what a car battery needs. You'd be sitting there for days with no result. At best, nothing happens. At worst, you could fry your phone charger, cause a spark, or mess up your car's computer. Just get a real jump starter or call for a jump.
