For passenger vehicles with an engine displacement of 1.6 liters or below, the tax rate is reduced to 5%. These vehicles can be either domestically produced or imported. Passenger vehicles eligible for the tax reduction policy are those primarily designed and technically intended for transporting passengers and their carry-on luggage and/or temporary items, with no more than nine seats including the driver's seat. New energy vehicles that meet the requirements specified in the "Announcement of the Ministry of Finance, State Taxation Administration, and Ministry of Industry and Information Technology on Exempting New Energy Vehicles from Vehicle Purchase Tax" are exempt from vehicle purchase tax.
