The owner can have a friend handle this on their behalf in the original registration location. Materials required for the authorization letter: Owner's ID card, vehicle registration certificate, vehicle insurance documents, original and copy of the vehicle and vessel tax, and an application for cross-regional annual inspection. Once the materials are prepared, the owner can go to the local vehicle management office to query the relevant vehicle information. After confirming the vehicle's authorization for cross-regional annual inspection, the normal cross-regional annual inspection can be processed.
