Unlicensed driving cannot be detected by traffic cameras. Article 99 of the Road Traffic Safety Law stipulates: Driving a motor vehicle without obtaining a motor vehicle driver's license, or when the motor vehicle driver's license has been revoked or temporarily suspended, may result in detention for up to 15 days. The following situations are considered unlicensed driving: 1. Situation 1: No driver's license; illegally obtaining a driver's license without taking the test; driver's license being canceled or revoked. 2. Situation 2: Not meeting the driving conditions (age and health status), illegally obtaining a driver's license; driver's license has expired; driver's license is temporarily suspended. 3. Situation 3: Driving a civilian motor vehicle with a military or armed police force driver's license; driving in China with a foreign motor vehicle driver's license; driving a vehicle that exceeds the highest permitted vehicle type; not carrying the driver's license.
I've personally witnessed how traffic cameras operate; they primarily capture vehicle information through license plate recognition systems, rather than directly checking the driver's license. When a camera catches your car running a red light or speeding, it automatically records the license plate number and transmits it to the traffic police department. Then, the police will check the database to confirm the vehicle owner's information. If it's discovered that you're driving without a license, they can hold you accountable. This requires subsequent manual intervention, as the cameras themselves cannot directly scan a driver's license or facial recognition to identify unlicensed driving issues. Unless combined with AI facial recognition technology, this feature is not yet widely available in most parts of China. When driving on the street, it's best to carry your driver's license with you and not take chances. If caught, it's not just about fines; you could also face detention or vehicle impoundment.
