Can three people sit in the back seat of a small car?

Home-use car rear seat capacity depends on its designated passenger limit. For a five-seater, the rear can accommodate three people, while a four-seater's rear can only seat two. Regulations: Road passenger vehicles must not exceed their designated passenger capacity, excluding children exempted from tickets as per regulations. When full, exempted children must not exceed 10% of the designated capacity. Freight vehicles must not carry passengers in cargo areas. On urban roads, cargo vehicles may carry 1-5 temporary workers in the cargo area if safe space is maintained; when cargo height exceeds sideboards, no people may ride on the cargo. Motorcycles must not carry children under 12 on rear seats, and light motorcycles must not carry passengers. Penalties: Carrying five people in a four-seater constitutes overloading exceeding 20% of capacity, punishable by fines and 3 demerit points.
