If the buyer reports to the police for not transferring the car, the police will not accept the case. The owner of the motor vehicle should fill out the Application Form for Suspension, Resumption, or Deregistration of Motor Vehicles if applying for deregistration for other reasons. The vehicle management office should process the deregistration within one day from the date of acceptance, and recover the motor vehicle registration certificate, license plate, and driving license. For transfer disputes, the buyer can file a lawsuit in court. If the other party still refuses to transfer, the buyer can apply to the court for compulsory enforcement, and the relevant units must comply. If the transfer of relevant property rights certificates is required, the People's Court can issue an Assistance Enforcement Notice to the relevant units, which must then process the transfer.
