During the motorcycle title transfer process, the buyer does not need to be present as the procedure can be handled by an authorized representative. According to regulations: The owner of a motor vehicle may entrust an agent to apply for various motor vehicle registration and business matters, except for applying for a replacement of the motor vehicle registration certificate. When the domicile of the motor vehicle owner moves out of the jurisdiction of the vehicle management office, the vehicle management office shall, within three days from the date of acceptance, annotate the changes on the motor vehicle registration certificate, reclaim the license plate and vehicle license, issue a temporary license plate valid for 30 days, and hand over the motor vehicle file to the owner. The owner must apply for motor vehicle transfer at the vehicle management office of the new domicile within the validity period of the temporary license plate. 2. To apply for motor vehicle transfer, the owner must fill out an application form, submit identification documents, the motor vehicle registration certificate, the motor vehicle file, and present the motor vehicle for inspection. If the motor vehicle has exceeded the inspection validity period at the time of transfer, a safety technical inspection must be conducted at the transfer location, and the motor vehicle safety technical inspection certificate and compulsory traffic accident liability insurance certificate must be submitted.
