According to Article 47, Paragraph 4 of the "Motor Vehicle Registration Management Regulations": If a vehicle fails to undergo a safety technical inspection within the specified period, the public security traffic management department will issue a warning or impose a fine of up to 200 yuan. Only after paying the fine can the annual inspection be conducted. The consequences of an overdue annual inspection are as follows: 1. For vehicles that do not undergo annual inspection on time, in addition to the lack of safety assurance for driving, according to the "Road Traffic Safety Law," if a vehicle fails the annual inspection, the driver will be fined 200 yuan and receive 3 penalty points. 2. For any traffic accidents caused by vehicles that did not participate in the annual inspection on time, the responsible party will bear full or primary liability, and the insurance company will not assume any responsibility. This is because the insurance policy specifies that vehicles with overdue inspections are among the objects of claim rejection. 3. According to the "Mandatory Scrapping Standards for Motor Vehicles," if a motor vehicle fails to obtain the inspection qualification mark for three consecutive inspection cycles after the expiration of the inspection validity period, it will be mandatorily scrapped.
