Can the Annual Inspection Be Done Anywhere?

Annual inspection cannot be done just anywhere. When a motor vehicle is due for its annual inspection, it must be taken to the vehicle management office or the vehicle inspection stations or testing centers designated by the vehicle management office. Legal provisions: Article 6 of the "Regulations on the Registration of Motor Vehicles" stipulates: The owner of a motor vehicle shall have the vehicle undergo a safety technical inspection at a motor vehicle safety technical inspection institution and apply for registration after obtaining the motor vehicle safety technical inspection compliance certificate. However, this does not apply to motor vehicles imported through customs and motor vehicles exempted from safety technical inspections as determined by the competent department of motor vehicle products under the State Council. Stamp after passing: The vehicle management office generally has a window at the inspection station, where a stamp can be directly obtained after the vehicle passes the inspection.
When I went for the annual inspection last time, I found out that not just any place can handle it. You have to go to a designated motor vehicle inspection station or an institution authorized by the traffic management department. For example, if you have a car registered in Beijing like I do, you must get it inspected at a Beijing inspection station. If you're temporarily in another city, you need to go to the vehicle management office to complete an out-of-town entrustment procedure for a local inspection. This regulation is mainly for unified management and safety monitoring, to prevent anyone from cutting corners or using fake equipment that doesn’t meet standards. If you just go to any roadside stall, the inspection might not pass, or you could even encounter a fraudulent fake inspection station and waste your money. I recommend booking an appointment at a nearby official station through a mobile app in advance, bringing your vehicle license and ID card to save time and effort. Remember, inspections are required every six months or annually—don’t miss the deadline, or you could face point deductions and fines, which can be quite troublesome.
