Temporary license plates can be used for inter-city travel as long as they are issued as cross-administrative jurisdiction temporary plates. Temporary license plates are paper-based vehicle plates that allow temporary road use for motor vehicles, also known as temporary driving plates. They are issued by the vehicle management department of the public security bureau for newly purchased vehicles before formal registration. There are four types of temporary license plates: temporary plates for administrative jurisdictions, cross-administrative jurisdiction temporary plates, temporary plates for testing purposes, and temporary plates for special-type motor vehicles. Conditions for applying for temporary plates: 1. When driving a vehicle from the place of purchase to the place of use, temporary plates must be applied for at the vehicle management office in the place of purchase; 2. When a vehicle is transferred and the formal plates have been surrendered, temporary plates must be applied for at the local vehicle management office to drive back to the original location; 3. For new vehicles in the local area that have not yet obtained formal plates and need to be driven to another location for modifications, temporary plates must be applied for locally, and after modifications are completed, temporary plates must be applied for at the local office to drive back to the original area; 4. When purchasing a vehicle locally and driving it to another location, temporary plates must be applied for locally to drive to the other location, and vice versa; 5. For vehicles that have not yet been permanently registered and require temporary use.
