Vehicle inspection can be handled by someone other than the owner, as long as the authorized person presents a delegation certificate from the owner and the relevant vehicle documents to conduct the annual inspection on behalf of the owner. Before the inspection, it is necessary to prepare all required documents and materials, including the ID card, driver's license, vehicle registration certificate, and proof of compulsory traffic insurance. When someone else handles the inspection on behalf of the owner, the authorized person's ID card is also required. Inspection Methods: The first method is through a mobile app, which can be used for motor vehicles exempt from on-site inspection. The second method is through the vehicle management office or traffic management authorities, which requires an on-site inspection at a vehicle testing facility. According to new traffic regulations, non-commercial passenger cars, including non-commercial small and micro passenger vehicles, are eligible for a six-year exemption from on-site inspection. However, note that an inspection label must be applied for every two years from the traffic management authorities; otherwise, it will be considered as overdue inspection. SUVs and MPVs with seven or more seats are not eligible for the six-year exemption policy. According to the regulations on the registration and use of motor vehicles, the owner can apply for the inspection compliance label at the local vehicle management office up to three months before the expiration of the current inspection period.
