Here are the relevant details: Power of attorney is required: The car owner needs to obtain a Notice of Entrusted Inspection from the original vehicle registration authority, authorizing another city's vehicle management office to conduct the annual inspection of the vehicle. When applying for the power of attorney for cross-city vehicle inspection, the car owner does not necessarily have to go in person. Relatives or friends can handle it at the original registration location and then mail it back to the inspection city. Important notes: It should be noted that the power of attorney for vehicle annual inspection must be obtained from the original registration authority. Without this power of attorney, vehicles registered in other locations cannot undergo normal annual inspections elsewhere.
