Plug-in hybrid vehicles cannot get blue license plates. Blue license plates: Generally exclusive to small vehicles, but not limited to sedans. Passenger vehicles with fewer than 9 seats and commercial trucks with a load capacity of less than 1.5 tons can also use blue plates. Yellow license plates: Vehicles with yellow plates mainly include: large trucks, ordinary M2-class light buses, medium and large buses, agricultural vehicles, trailers, vans with 10 seats or more, and trucks with a load capacity of over 1.0 tons. White license plates: White plates are commonly seen on vehicles of public security departments, judicial departments, procuratorates, as well as armed police and PLA units—national authority institutions. Black license plates: The first type of black plates are Yue Z plates issued by the Guangdong Provincial Public Security Department, mainly facilitating travel between Guangdong and Hong Kong/Macau. Another type is for foreign institutions in China, such as consulates, representing embassy vehicles, which also display the national flag. Green license plates: Introduced in recent years for new energy vehicles, but not all qualify. Pure electric vehicles (PEV), plug-in hybrid electric vehicles (PHEV), and fuel cell electric vehicles (FCEV) can get green plates, while hybrid electric vehicles (HEV) cannot.
