Can out-of-town vehicles enter Beijing's Second Ring Road?

Out-of-town vehicles are not allowed to enter Beijing's Second Ring Road. If driving an out-of-town licensed passenger car to areas around the Second Ring Road, normal passage is permitted on the Second Ring Road auxiliary lanes as long as the weekday morning and evening peak hours and the tail number restriction periods are avoided. The traffic restrictions for out-of-town licensed passenger cars only apply to the main lanes of the Second Ring Road; the auxiliary lanes of the Second Ring Road and the sections under its overpasses are not subject to these restrictions. Traffic restrictions for out-of-town licensed trucks in Beijing: 1. From 6:00 to 24:00 daily, all out-of-town licensed trucks are prohibited from entering roads within the Sixth Ring Road; 2. From 0:00 to 6:00 daily, out-of-town licensed trucks needing to enter roads within the Sixth Ring Road must obtain a Beijing entry permit; 3. Out-of-town licensed diesel trucks meeting National 3 emission standards are prohibited from entering roads within the city's administrative area at all times.
