National V emission standard vehicles can be transferred to Beijing, provided they are National V Phase II vehicles within three years. The "Beijing Local Emission Standard for Motor Vehicles in the Fifth Stage" stipulates that the fifth-stage emission standard has been implemented since February 1, 2013, and the acceptance of light gasoline vehicle models from automobile companies that meet the fourth-stage standard has been discontinued. Conditions for transferring out-of-province vehicles to Beijing: 1. Obtaining a lottery indicator in Beijing; 2. The vehicle's environmental emission standard is National V. Documents required for transfer registration application: (1) Identity proof of the current vehicle owner; (2) If handled by an agent, the agent's identity proof (if the agent is a unit, the handler's identity proof is also required), along with a written authorization from the vehicle owner; (3) Vehicle registration certificate; (4) Vehicle driving license; (5) Vehicle license plate; (6) Proof of origin for the vehicle ownership transfer; (7) For customs-supervised vehicles, the "Certificate of Release from Supervision of the People's Republic of China Customs" or customs-approved transfer proof must also be submitted; (8) For vehicles transferred from embassies or consulates to non-embassy or consulate units or individuals, the vehicle purchase tax payment certificate or tax exemption voucher must also be submitted; (9) For vehicles exceeding the inspection validity period, the vehicle safety technical inspection certificate, vehicle and vessel tax payment or tax exemption certificate, and compulsory traffic accident liability insurance certificate must also be submitted; (10) For small and micro passenger vehicles transferring within or into the city, the city's small passenger car allocation or update indicator confirmation notice must also be submitted; (11) For vehicles transferring into the city, the vehicle file must also be submitted.
