National IV standard vehicles are not allowed to be transferred. Below is the relevant information regarding the transfer of National IV vehicles: 1. According to the "Announcement of the Two Ministries on the Implementation of the Fifth Stage Motor Vehicle Emission Standards": To implement the "Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution," strictly control motor vehicle pollution, and fully implement the "Limits and Measurement Methods for Emissions from Light-Duty Vehicles (China V)" (GB18352.5-2013) and the "Limits and Measurement Methods for Exhaust Pollutants from Compression-Ignition and Gas-Fueled Positive-Ignition Engines and Vehicles (China III, IV, V)" (GB17691-2005), the fifth stage emission standards (hereinafter referred to as National V standards) requirements must be met. 2. Based on the progress of fuel upgrade, the National V standards for motor vehicles are implemented by region: (1) In 11 eastern provinces and cities (Beijing, Tianjin, Hebei, Liaoning, Shanghai, Jiangsu, Zhejiang, Fujian, Shandong, Guangdong, and Hainan), starting from April 1, 2016, all imported, sold, and registered light-duty gasoline vehicles, light-duty diesel passenger vehicles, and heavy-duty diesel vehicles (only for public transportation, sanitation, and postal purposes) must meet the National V standard requirements. (2) Nationwide, starting from January 1, 2017, all manufactured, imported, sold, and registered light-duty gasoline vehicles and heavy-duty diesel vehicles (passenger vehicles and those for public transportation, sanitation, and postal purposes) must meet the National V standard requirements.
