Mute people can obtain a driver's license as long as they meet the relevant standards and regulations. According to relevant laws and regulations, individuals with hearing impairments who can meet the required conditions with hearing aids are eligible to apply for a driver's license for small cars or small automatic transmission vehicles. Additionally, those applying for a special small automatic transmission passenger vehicle for the disabled must submit a medical certificate issued by a specialized medical institution designated by the provincial health authority. Five categories of disabled individuals can apply for a driver's license: those with both lower limbs amputated can apply for a "C5" license for special small automatic transmission passenger vehicles for the disabled; those with the right lower limb amputated can apply for a "C5" license; those with the left lower limb amputated can apply for a "C2" license; those missing the right thumb or with finger joints amputated can apply for a small car license; and those with hearing impairments can apply for a driver's license as long as they pass the test with the use of hearing aids that meet the required standards.
