Motorcycles cannot ride on the Fifth Ring Road. Penalties for riding a motorcycle on the Fifth Ring Road: Motorcycles with Jing B license plates can normally ride outside the Fourth Ring Road (excluding auxiliary roads) in Beijing, but they are not allowed on the main lanes of the Fifth Ring Road. Riding on the main lanes of the Fifth Ring Road or within the Fourth Ring Road constitutes a violation of the prohibition signs, generally resulting in a fine and a three-point penalty. If there are no prohibition signs, only a fine will be imposed without point deduction. When riding inside the Fourth Ring Road, all entry points have signs prohibiting Jing B motorcycles. Reasons why motorcycles cannot ride on the Fifth Ring Road: Within the Fifth Ring Road, only motorcycles with Jing A license plates are legally allowed to ride in the urban area.
