Can motor vehicles be scrapped across provinces?

Vehicle scrapping process: Car owners applying for scrapping and renewal must fill out the "Motor Vehicle Change, Transfer, Modification, Suspension, and Scrapping Approval Application Form" in duplicate and affix the owner's seal. Apply at the registration and acceptance counter. For vehicles that have reached the scrapping age limit, a "Vehicle Scrapping Notice" will be issued. For vehicles that have not reached the scrapping age limit, after inspection and confirmation by the motor vehicle inspection counter that they meet the scrapping standards, a "Vehicle Scrapping Notice" will be issued. The vehicle owner can choose a qualified recycling company to dismantle the vehicle with the "Notice". The recycling company will dismantle the vehicle and take photos after verifying the "Notice". The engine must be separated from the vehicle, the engine block must be broken, and the frame (chassis) must be cut. The vehicle owner must submit the "Change Form", "XX Province Vehicle Renewal Technical Appraisal Form", "Scrapped Vehicle Recycling Certificate", and photos of the dismantled vehicle to the motor vehicle inspection counter for verification and signature. The license plates and certificates will be reclaimed, and the scrapping registration will be processed according to regulations after approval.
Yes, you can scrap a car across provinces. I previously handled an old car when working in another province. The key is to find a qualified local recycling company and prepare the vehicle registration certificate, driving license, and a copy of your ID card. After dismantling, the recycling company will give you the "Scrap Recycling Certificate," which you can take back to the original vehicle management office to complete the deregistration. However, many provinces now offer online deregistration channels. For example, when I scrapped a car in Shandong, I uploaded the documents via my phone, and the application was directly sent to the Jiangsu vehicle management office. Remember to clear all traffic violations before dismantling, otherwise, it can get stuck during the deregistration process. Also, don't worry if the vehicle has missed inspections—as long as the main body is intact, it can still be scrapped normally.
