Modifying the steering wheel does not violate relevant regulations, and the annual inspection focuses more on checking the vehicle's performance and appearance. As long as the modification is done at a compliant 4S shop, it can fully pass the annual inspection. According to Article 10 of the "Motor Vehicle Registration Regulations," the following situations require the vehicle owner to complete relevant modification procedures at the vehicle management office: 1. Changing the body color; replacing the engine; 2. Replacing the body or frame; replacing the entire vehicle due to quality issues; 3. Changing the use nature of the vehicle, such as converting a commercial vehicle to a non-commercial one or vice versa.
