Can Lightweight Electric Motorcycles Carry Passengers?

Traffic laws explicitly prohibit lightweight motorcycles from carrying passengers. A lightweight motorcycle is a type of motorcycle with an engine displacement of 50ml or less and a maximum design speed of 50km/h or less. It must meet all the technical standards and legal requirements stipulated for motor vehicles, with lower maximum design speed, displacement, or total motor power compared to regular motorcycles. Below are the technical requirements for lightweight motorcycles as stated in the "Interim Regulations on the Management of Urban Lightweight Motorcycles and Their Drivers": 1. The handlebar, frame, and fork must be sturdy and reliable. The handlebar should turn smoothly without jamming, looseness, or deviation. 2. The headlight, taillight, turn signal, rear license plate light, brake light, rearview mirror, license plate bracket, and speedometer must all be properly installed. The horn's volume and tone should be appropriate. 3. Both front and rear wheels must be equipped with brakes. On dry, flat asphalt or concrete roads, when traveling at 20km/h and applying both brakes simultaneously, the wheel skid marks must not exceed a braking distance of 4 meters. 4. Exhaust emissions and noise must not exceed the national standards.
