Can Licensed Motorcycles Be Driven on the Road in Dongguan?

Licensed motorcycles cannot be driven on the road in Dongguan. Regulations in motorcycle-restricted cities: Riding a motorcycle in a motorcycle-restricted city will result in a fine and the seizure of the vehicle by traffic police. Many cities now restrict motorcycles. Violating these restrictions can lead to fines ranging from 200 to 1,000 yuan and the seizure of the vehicle. Driving a licensed but unregistered vehicle will result in a fine, vehicle seizure, and a 6-point deduction from the driver's license. Driving a registered vehicle without a license is more severe, with fines up to around 2,000 yuan and possible detention. Motorcycle ban policy: Currently, except for annual inspections, all motorcycle-related services are suspended pending further notice from higher authorities. Whether newly purchased motorcycles before August 18 can be registered has not yet been decided. According to the one-vehicle-one-license principle, citizens are currently not allowed to use old license plates to purchase new motorcycles. In other words, if calculated based on a 10-year scrappage period plus a 3-year extension, perhaps in 13 years, the 700,000 motorcycles roaming the streets will disappear from the sight of Dongguan residents.
Just helped a friend with this issue a few days ago! The situation in Dongguan is quite complicated. Having a license plate and documents doesn't mean you can ride anywhere. Since 2009, motorcycles have been banned 24/7 within the area enclosed by the ring road in Dongguan's main urban district. If you ride a fuel-powered motorcycle into the restricted zone, you'll still be fined 200 yuan and have 1 point deducted from your license, even with all the proper documents. Various towns and streets also have their own no-go routes, like Liansheng Road in Humen Town where motorcycles are prohibited. Electric motorcycles require special attention: New national standard e-bikes with temporary white license plates (red characters) can be ridden until the end of 2025; regular electric motorcycles basically can't get new plates now! Before hitting the road, check the no-go zone map published on the Dongguan Traffic Police's official WeChat account. A veteran driver's honest advice: In Dongguan, driving a car or riding a compliant e-bike is much more worry-free.
