Reasons why vehicle license plates cannot be transferred: 1. Relevant regulations: According to traffic regulations, license plates cannot be transferred. License plates are state-owned property and do not belong to any individual or group. Vehicle owners only have the right to use the license plate, not ownership, so they cannot be transferred with the vehicle. 2. Ownership of license plates: Second-hand vehicle transactions involve the transfer of vehicle ownership. When processing the transfer, the original license plate and vehicle registration certificate must be reclaimed according to regulations, and a new license plate number must be determined and reissued. For registered motor vehicles whose ownership is transferred, the current owner must apply for transfer registration at the vehicle management office within 30 days from the date of vehicle delivery. 3. Reclamation of license plates: Vehicles can be transferred as long as both parties bring the original and photocopy of the seller's ID card, the original and photocopy of the buyer's ID card (for public vehicles, an organization code certificate is required), and other required documents. However, the license plate number cannot be transferred unless under special circumstances. The original license plate can only be transferred to the new vehicle information of the original owner and cannot be transferred to another person.
