If you are a registered resident of Beijing, you are not eligible to participate in the license plate lottery if you already have a car registered under your name. Whether you need to participate in the lottery to purchase a second car depends on the regulations of the local vehicle management office, as rules vary by region. Currently, regions such as Beijing, Guiyang, Shanghai, Guangzhou, Tianjin, Hangzhou, Shenzhen, and Hainan explicitly state that individuals who already own a car cannot participate in the lottery again, unless the registered vehicle has been scrapped or transferred to someone else. Guangzhou's license plate lottery rules: According to Article 16 of the "Guangzhou Small and Medium-sized Passenger Vehicle Quota Management Measures," individuals who meet the following conditions can apply for an incremental quota: residence in the city; holding a valid ID and a valid driver's license; no small or medium-sized passenger vehicles registered in the city under their name, or all such vehicles registered in the city are marked as "canceled" or "stolen" in the public security traffic management comprehensive application platform; no valid small or medium-sized passenger vehicle quota held in the city; not eligible to apply for a renewal quota; and no overdue unused incremental quota obtained through the lottery within the past two years.
