Can I still drive if my driver's license has accumulated 12 penalty points?

You cannot drive if your driver's license has accumulated 12 penalty points. You must participate in a learning program before you can drive again. According to the regulations on the application and use of motor vehicle driver's licenses: If a motor vehicle driver accumulates 12 penalty points within one scoring cycle, the traffic management department of the public security authority shall confiscate their motor vehicle driver's license. The motor vehicle driver must report to the traffic management department of the public security authority at the place where the driver's license was issued or where the violation occurred within 15 days to participate in a seven-day study program on road traffic safety laws, regulations, and related knowledge. The driver's license is annotated with three types of permitted driving models: Class A (A license, large passenger vehicles), Class B (B license, large trucks), and Class C (C license, small cars).
